6. Views of Directors of Plans. The Directors of Plans, however, consider that it is undesirable to attract attention either to Malta or Gibraltar and that in the case of Malta, the cover is open to the further criticism that troops would not be sent by battleship to Malta. They therefore suggest that the cover should be that the troops are being sent posthaste to the Middle East without specification of the route. 7. We do not, ourselves, regard any of the covers as fully satisfactory. Whilst the Middle East may be a sufficient explanation to the troops until they know that they are sailing in H.M.
