2. MILITARY. The following factors affect the strategical flexibility of the German army:(a) Out of 250 divisions, some 160 are likely to be permanently employed as garrisons in occupied territories, leaving 90 as an available reserve. (Paragraphs 5 (i, ii, v, vi) and 6). (b) The enemy has 15 armoured divisions and possibly 5 light colonial armoured divisions. A high proportion of the former may be necessary for the striking force and reserve in any campaign. These cannot be employed again in other theatres without an interval for regrouping and refitting.
