Rumours of a Military Nature Intended to Mystify and Mislead the Enemy. Note by Secy.

1 Apr 1941

Serial Suggestions. Submitted Remarks of I.S.S.B. No. by 1. (conted) GENERAL: (f) "America is planning 80 tank divisions. Her factories are P.I.D. No security objection. now turning out one division every seven days." 2. GERMANY: (a) "Ten crack Luftwaffe squadrons with full equipment have been P.I.D. No security objection. moved from France to Finland." NOTE: The intention of this rumour is partly to make Germans believe they will be involved in war with Russia, and partly to continue the war of nerves on Russia which Germany was continuing but has now stopped.
