North Africa: German Infiltration into Memo. by the Foreign Office

5. Mr. Gascoigne is convinced that the Germans are trickling in all the time unobtrusively. About 15 or 16 are reported to arrive in the Spanish Zone every week, and small groups pass through from there. These individuals do not (ostensibly at any rate) join the German Commission but are dispersed throughout the country to perform, no doubt, specially selected tasks, such as propaganda, espionage, planning for future sabotage etc. The French Consul at Tangier has expressed an opinion to the same effect; and an official in the Vichy Air Ministry states that German officers and men are passing freely from Occupied France through Spain to North Africa.
