Press Publicity Affecting Allied Strategy. Memo. by the J.I.C.

We consider that, in the absence of legislation enabling control to be effected over publications in the press, a direct approach should be made to the proprietor of the offending newspaper, who should be reminded that it is his personal duty to ensure that the articles published in his paper do not harm the national war effort or assist the enemy and that his editorial staff do not act contrary to the guidance given by the Ministry of Information or other authorities; (Signed) V.CAVENDISH BENTINCK.
