German Infiltration into Morocco. Activities of Germans, and French Reactions. Memo. By J.I.C.

1 Mar 1941

5. The Germans may be behind a Moroccan Decree of 11th February providing for the expropriation of land around Port Lyautey for an "extremely urgent" extension to the maritime aviation base at that port. The Port Lyautey aerodrome was being drained and enlarged prior to the Armistice. The most reasonable interpretation, however, that can be placed on the Decree of the 11th February is that it provides for resumption of work which has been discontinued. Its purpose is probably the provision of a base for land aircraft attached to the French Naval Air Service, increasing use of which has been made since the Armistice.
