4. Port Facilities. Neither St. Vincent nor Sal have ports with facilities for rapidly discharging ships. At St. Vincent there is a large sheltered anchorage in Porto Grande, but the anchorage at Sal is subject to weather, and there are only two small jetties there. In both places, discharge by lighters is necessary. The Germans would, therefore, be faced with a difficult problem in putting ashore large stocks of bombs, petrol and equipment for the maintenance of air forces. There is already a shortage of fuel on Sal.
