ANNEX. GERMAN STRATEGY IN 1941. Report by the Axis Planning Staff. 1. Two factors have arisen in Eastern Europe which may have a considerable effect on German strategy. Firstly, events in Yugoslavia have taken a turn which was certainly not expected by the enemy; secondly, a number of reports have been circulating recently which suggest that the Germans are planning to attack U.S.S.R. It therefore seems to be of value to examine briefly the possible implications of these facts, though no firm conclusions can be reached until the situation, particularly in Yugoslavia, has become clearer.
