ANNEX B. FOREIGN OFFICE MEMORANDUM Position in the Iberian Peninsula. 1. We make the following assumptions in considering the situation in the Iberian Peninsula: (a) In the long run Spain and Portugal will hang together, i.e. the collapse of Spanish resistance to German pressure would bring with it the collapse of Portuguese resistance and vice versa. (b) The only way in which we can ultimately prevent a German occupation of the Iberian Peninsula is by military intervention. (c) In Spain there will be a strong sentiment in favour of resistance to a German occupation, and some at least of the Spanish army leaders will make a show of resistance, provided that Portugal has not previously succumbed and that the Germans have not established control in French North Africa.
