B. As regards intelligence ctivities there are grounds for thinking that machinery in some Colonies is not working with necessary smoothness. This failure may be due partly to large number of different bodies concerned. Bearing in mind close relationship between Security and Intelligence work do you consider there is any danger that proposals at A. above would aggravate these difficulties? You may feel that more central control will be necessary. If so, perhaps some organisation could be evolved under aegis of Conference on lines of Nairobi intelligence office.
