3. We have considered the following possible cover destinations:(a) Reinforcement of the Middle East via the Cape; such reinforcement, however, would not ordinarily be a complete force with ancillary detachments. (b) Norway or Tripoli; in the present instance, however, it is obvious that the troops are loaded for a stay and not for a raid. (c) Eritrea and Abyssinia; already too near liquidation. (d) Reinforcement of West Africa (Freetown or Lagos) against possible contingencies in that area; this would attract enemy attention to a simultaneous operation (BASEBALL).
