Proposals for a Policy of Infiltration into Foreign Countries. Note by Secy.

FOREIGN OFFICE MEMORANDUM. The facility with which the Germans can at a particular moment flood any country with tourists, experts and business men for the purpose of carrying out their policies of infiltration and intimidation indicates that they possess a large pool of men suitable for this work on whom they can draw at short notice. It would appear that this pool is under military discipline and that the men composing it are drawn from the armed forces. There is presumably thus a system in existence whereby men earmarked for this work can be easily seconded from the armed forces whenever required.
