It can be accepted as axiomatic that the secrecy of a plan can only be achieved satisfactorily if the security aspect has been carefully considered from start to finish and the necessary precautions taken. We have today in the United Kingdom a security organization which is comprehensive and growing in efficiency as the result of practical experience. There is, however, a tendency to regard the organization itself as sufficient to meet requirements, but it cannot be too clearly emphasised that when a secret project is being planned, there must be concurrently a security plan in order that the appropriate branches of the security organization can be harnessed and used to the best advantage.
