Use of Cypher Telegrams by Foreign Missions in Certain Circumstances. Note by the Secy.

ANNEX A. Foreign Office. S.W.1., C/X/87. SECRET. 19th March, 1941. Dar Shoosmith, At the 6th Meeting of the Joint Intelligence SubCommittee held on 19th February, the Secretary was instructed to convey to the appropriate authorities the recommendation of the Committee that no telegrams should be sent out of the country in the event of invasion that were not "en clair" and in English. This decision was however made subject to a reservation that the position in international law should be ascertained.
