Security Measures at Sea and Air Ports at Home and Overseas. Memorandum by the Director of Military Intelligence

The Security Service is undertaking an investigation into the ramifications of the Shipping World to ascertain all possible channels of leakage and to advise on the necessary preventive measures. This work will be carried out in the closest touch with the Admiralty. It would be useful if a decision could be reached regarding the centre of gravity of the whole of this problem; in other words who is the responsible authority to direct the co-ordination of all security measures in the Shipping World? C.
