ANNEX 'A'. No. RBI-36. The American Ambassador presents his compliments to the Right Honorable Winston Churchill and, with reference to Mr. Churchill's note of 25th February, 1941 (No. K.W.1/6) and previous correspondence concerning repatriation of sick and wounded prisoners of war, has the honor to transcribe below the text of a telegram received from the American Embassy at Berlin under date of 3rd March, 1941:"It seems pointless (pertinent?) to mention proposition understood to have been originated by German military authorities and broached to Foreign Office but not yet accepted by either military or civil authorities whereby as a result of the German view that the waters surrounding Great Britain being zones of operation are too dangerous for use for mutual repatriation of prisoners of war between Germany and Great Britain consideration is being given to the following measures:Repatriable British including apparently Dominion personnel now or hereafter detained in Germany shall be shipped by Lisbon to Canada, except those repatriable prisoners whose health would not permit the long journey to Canada and who in consequence would be sent to a neutral country, either Sweden or Switzerland.
