Operations were approached and was not willing to such an arrangement it would make it harder for the Chiefs of Staff to see that the course advocated by Directors of Intelligence was adopted. It was the opinion of Directors of Plans that the best course would be for the Directors of Intelligence to ask if they might see the Chiefs of Staff with a view to discussing this matter and seeking the guidance of the Chiefs of Staff for the best method of bringing about the suggested arrangement. Directors of Plans have asked me to say that in making this recommendation to the Chiefs of Staff, the Directors of Intelligence have their full agreement.
