ANNEX 'A'. 3336/23. 28th February, 1941. x x x In view of the information I gave to the J.I.C. recently, with regard to developments in the United States, I think that I ought to send you the attached copy of a telegram I have received from my Assistant Director in the United States. This represents a most disappointing set-back and I am inclined to think now that it will assist our Washington Embassy if the Foreign Office were to request them to press the matter with the State Department. x x x ANNEX 'B'.
