ANNEX B. MOST SECRET. 26th February, 1941. Dear Brigadier, I attach a copy of a letter from the Director of Combined Operations which is self-explanatory. The previous reference to the matter raised in paragraph 3 in the enclosure is J.I.C.(40)295. As this matter appears to be primarily one for your Department I venture to ask you if you will be good enough to prepare the reply to the Director of Combined Operations for consideration by the other Directors. I am sending a copy of this letter and its enclosure to Cavendish Bentinck.
