I would suggest, therefore, though perhaps it is hardly in the province of D.P.W., that the proposal should be looked at rather in the light of a method of raising dissention between Italy and Germany, than as a real effort to make an exchange. With this in mind it would appear that the preliminary negotiations if such a step is decided upon should be opened as a matter of general and not detailed exchange. 8. It will, of course, be realised that should some basis of exchange be eventually agreed upon, the actual accomplishment of the exchange will be most difficult to arrange.
