5. In practice, however, many important papers are *produced by the Intelligence Directorate of one Service Department, and the necessary collaboration with other Service and Government Departments is the outcome of personal liaison which, though normally very good, is necessarily often by telephone or by ad hoc visit. It is evident that such papers cannot be, in general, so balanced or all-embracing as they should be. Moreover their production depends solely on the initiative of individual Departments.
