ANNEX "A". There have been many disconnected scraps of information reaching us from various sources about the infiltration of German military personnel into Bulgaria, e.g., Sofia telegram No. 102 and Belgrade telegram No. 111. This information gives no very clear picture, and there must be a great deal which has not reached us. Moreover it is very difficult to fit this fresh information into the picture as it was before recent infiltration began. We know, for instance, that even before January there were a considerable number of German specialists, tourists etc.
