4. Forces required to occupy Tourane, Camranh Bay and Saigon would be inconsiderable. It is estimated that two divisions would suffice. Tongking is already in Japanese occupation. 5. Japan might also decide to occupy bases in Thailand before an attack on Malaya. Present indications suggest that Thailand would not seriously oppose any use by the Japanese of bases in her country. Japanese forces necessary for any such operations would, therefore, be inconsiderable. 6. The land forces which could be made immediately available for operations against Malaya, therefore, consist of those enumerated at paragraph 1(i) above less the two divisions required as in paragraph 4 above.
