ANNEX A. GERMAN INTENTIONS. 1. It is difficult at the moment to gauge German intentions. Germany has succeeded in surrounding herself with a smoke cloud of rumours and by these rumours has drawn attention first of all to the Spanish frontier, then to the threat of invasion of Great Britain, then to the possibility of German action in Unoccupied France, Italy, Albania and finally the Balkans. German intentions cannot always be ascertained from German military dispositions because Germany has sufficient divisions available to maintain troops in readiness to make an almost immediate entry into any country upon which she has designs.
