3. In order that the Joint Planning Staff may ass the scale of attack on Malaya they have asked the Joint Intelligence Sub-Committee to review the above figures on the following terms of reference:Assumptions. (i) Japanese decide to attempt to turn us out of Malaya, and as a first step occupy Tongking, Camranh Bay, Tourane and Saigon. (ii) The Japanese think United States and the Dutch will both remain neutral. Required. What sea, land and air forces could Japan make available for the attack on Malaya? 4.
