(ii) 3. The organisation which is thus coming into being in these communities is right in principle, but is too Wholly dependent on the energy, the capacity and the compatibility of the men on the spot and needs better liaison with other communities and with home and contact with a common source of influence and directive. I have therefore recommended— 1. That a centre be established in England. having direct contact with these community organisations and charged with the duty of stimulating their activities, helping to remove their difficulties, taking note of their achievements, maintaining personal contact with their leaders and arranging special training for any who visit this country as recommended in paragraph 3 below.
