British successes in Egypt have been a contributory cause of a general deterioration in Italian national morale, otherwise they have not affected the ability of the Italian navy to carry out the role assigned to it, in J.I.C. (40) 382. The strength of the Italian fleet remains relatively unchanged since that paper was written. Further, we have not gained any bases better placed for conducting operations against the sea communications essential to Italy or Germany for maintaining land forces operating from Tripoli, or from the Tunis Bizerta area.
