Political Intelligence Department, of the Foreign Office, 2 Fitzmaurice Place, London, W.1. 17th December, 1940. Dear Edwards, At the 71st Meeting of the J.I.C. (December 3rd) it was decided that S.O.E. should be asked to reconsider their decision about Propaganda to Prisoners of War. I have taken up the matter again with our Director, and he now agree that S.O.E. should be responsible for the education of Prisoners of War, both with the long-term object of affecting their future outlook, and also with the short-term object of using them as a means of propaganda to the enemy.
