that if his Service Attaches consider it desirable we would be prepared, on his recommendation, to consider, as a special favour, applications for limited quantities of tyres for the Yugoslav army and Air Force, if they are required, and possibly for other manufactured supplies, but not raw materials. 7. Another measure which might be adopted would be to grant navicerts for a limited quantity of lubricating oils for storage on Yugoslav account in Egypt. These would only be released in the event of Yugoslavia being involved in war against the Axis powers.
