3. It is possible that this exchange of information has in fact already taken place in the Far East. In order to ensure, however, that the Commander-in-Chief, Far East and the Commander-in-Chief, China are authorised to exchange, as well as to elicit, information in this matter we suggest that a telegram as at Annex 'A' should be sent to them.
