(a) (b) (c) (d) The inception of some new operation. Intelligence, propaganda, economic aspect and subversive activities require planning Just as much as the broad outline of the operation itself. Planning for these activities should start concurrently, and even before, that of the operational planning pure and simple. It should go hand in hand with it, and develop in sympathy with the outline of the plan itself. A preliminary meeting, when any new operation is conceived, between the J.I.C. and J.P.C.
