way of putting it into effect would be for the InterServices Security Board to be instructed that, before they put up any scheme of cover for the approval of the Joint Intelligence Sub-Committee, they should first be responsible for submitting it to the Secretary of the Joint Planning Staff for the Directors of Plans in order to ensure that it is unobjectionable from the operational point of view.
