ANNEX A. S E C R E T. We have been discussing with the Air Ministry and the Foreign Office the possibility of arranging for visits by suitable Latin American flying officers to this country. We are all agreed that these visits would serve a suitable purpose and we are anxious to issue invitations forthwith. The Air Ministry and the Foreign Office say that formal approval for this ought to be obtained from the Cabinet on the analogy of similar visits to the R.A.F. from Turkey, Russia, Spain and Portugal.
