ANNEX "A". From: PORTUGAL. Telegram (en clair) from Sir W. Selby (Lisbon). 26th October, 1940. D. (BY BAG) 26th October, 1940. R. 11.40 a.m. 29th October, 1940. No. 129 SAVING. From a reliable source in the Portuguese Legation in Tangier I have received the following information regarding the situation in the International Zone. Source has lived in Tangier for fourteen years and is on excellent terms with the Spanish authorities, and he might be graded as B.1. "The French and Spanish zones are openly governed and controlled by Germans.
