Existing sea and air patrols are inadequate to ensure that a sea-borne expedition is reported before it arrives in Irish Waters, as evidenced by the fact that four German Destroyers which were intercepted West of the Scilly Isles were only reported by chance by a returning bomber and not by a regular air patrol. 5. The above facts all indicate, therefore, that a high degree of military readiness is necessary in Northern Ireland, in order to produce adequate opposition if the time should come. , 6.
