5. The Sub-Committee understand that at present only 5% of the mails from interned aliens for addresses in the United Kingdom (with the exception of aliens on the 'black list') is subject to censorship. They consider that such censorship is wholly inadequate. There is no justification for applying to mails of this character the statistical sampling methods which are appropriate in the case of commercial and financial mail. 6. The Sub-Committee are of the opinion that the need for the continued internment of a large number of aliens may not be everywhere appreciated.
