4. It is understood that steps are being taken to tighten up existing arrangements, erect local barricades, etc. But no such action will be able to alter the factors mentioned in paragraph 3 (b) and (c), so the likelihood of preventing leakage is, to say the least of it, remote. The very geographical location of the only available docks will render such arrangements only partially efficacious. A position has thus been reached where the unsatisfactory conditions are admitted, and palliative measures are being attempted, but without any expection that real security will be achieved.
