4. RAW MATERIALS. The eight countries named in the table above are deficient in the principal raw materials required for producing aircraft and armaments except coal, iron and steel, zinc and aluminium. In 1938 they imported for all purposes 210,000 tons of copper, 20,000 tons of tin, 200,000 tons of lead, 14,000 tons of nickel, 150,000 tons of chrome and 100,000 tons of crude rubber. When they were occupied by the Germans each of them had varying but substantial stocks, sufficient to meet all purposes for varying periods of months not exceeding six.
