(c) Treatment in the United Kingdom. This question has to be considered under four heads:(i) Treatment by First Captors. (ii) Treatment by Preliminary Interrogators. (iii) Treatment at C.S.D.I.C. (iv) Treatment at Base Camps. As regards treatment by first captors it seems doubtful, the British character being what it is, if it is possible to prevent the provision of cigarettes and cups of tea, etc. when the prisoners are first captured. Time and enemy bombing may work a change in the public attitude but it is for consideration what directive should be given to the civil population in the meantime and by whom.
