any undue hardship on either the personnel of the ships or on the individuals to be embarked in them. In this respect the instructions thereby conformed with the general desire expressed by the Bessborough Committee. 7. Complications ensued only when outside authority in the persons of Admiral Watkins' staff introduced modifications tending to relax the approved security arrangements without previous consultation with M.I.5. 8.
