The Joint Planning Staff have requested that information on the following points may be included in the appreciation (a) Could the Japanese develop a serious threat through Indo China, using land and air communications only, or would it be necessary for them to make use of sea communications, e.g. to Bangkok? (b) Assuming that the magnitude of the air threat would initially be limited by aerodrome accommodation, how long would it take to develop additional aerodromes? 3. It is suggested that a drafting meeting to prepare a paper to fulfil the above terms of reference should be held at Richmond Terrace at 12 noon on Thursday, 17th October, 1940.
