The view was expressed that it was still more likely that Germany would attempt to advance to the Middle East through Lybia. 4. The War Cabinet "Invited the Chiefs of Staff to consider the possibilities and implications of an advance by the enemy through the Balkans and Syria to the Middle East, and to report to the War Cabinet." 5. In anticipation of the instructions of the Chiefs of Staff these terms of reference have been passed to the J.I.C. in the first instance. As the Joint Planning Staff will also be required to report to the C.O.S.
