(b) as regards Malta it would be an advantage for the Italians to think that Force 'Alloy', during its stay at Gibraltar, is intended for Malta, provided that the Force actually leaves Gibraltar for the United Kingdom a few days before the real reinforcements for Malta reach the Gibraltar area. If, however, Force 'Alloy' will still be at Gibraltar or will have only just left when the real Malta reinforcements arrive there then no mention should he made of Malta in the suggested "cover'. 6. It has been arranged that instructions authorising the mention of Malta as possible cover for Force 'Alloy' shall be given to the Inter-Services Security Board through the Secretary of the Joint Intelligence SubCommittee.
