ANNEX 'A'. ALLOY Force Cover. Memorandum by the Inter-Services Security Board. 1. ALLOY Force is now expected to sail from Freetown tomorrow, October 6th, bound for Gibraltar, where it is expected to arrive about October 14th. We are informed that the Force consists of two liners and one hospital ship, under escort of H.M. ships. From Gibraltar, the Force will, under present intentions, proceed to the United Kingdom as soon as suitable escort is available. In these circumstances, it is thought that Spain will be apprehensive as to the purpose for which this Force has come to Gibraltar, and we have been instructed to suggest suitable cover to explain its presence at Gibraltar, without drawing enemy attention to the voyage home.
