London. German Attack On: Memo. By Director of Military Intelligence

It will be necessary to obtain the views of the Air Ministry on the numbers which could be landed and the feasibility of this plan but it seems that the first flight might comprise anything up to 20,000 men armed lightly and principally with hand grenades and gangster guns. Whether these could be reinforced would, of course, depend on the dispositions of our fighter forces. Such landings might be made in conjunction with an attack by "E" boats in the THAMES ESTUARY and the landing of small detachments.
