A P P E N D I X. [C.O.S. (40) 723.] WAR CABINET. CHIEFS OF STAFF COMMITTEE. PROPAGANDA. Note by the Secretary. The Joint Intelligence Sub-Committee have recently discussed certain aspects of Propaganda and instructed their Secretary to bring the following points to the notice of the Chiefs of Staff:(a) British Propaganda in Time of War. (i) It is essential that propaganda policy should be intimately associated with the general policy of the Government for the conduct of the war. (ii) It is most important that whatever organisation is responsible for disseminating propaganda should collaborate closely with the Departments responsible for the conduct of operations, namely, the Admiralty, the War Office, and the Air Ministry, and also the Foreign Office and the Ministry of Economic Warfare.
