5. as a start, the Japanese Attaches in London, with possibly a representative of the Japanese Embassy might be given a tour of the Home Front. Naturally the sights which they could be shown would require careful consideration, but it should be possible to give them a fair and impressive picture of Britain's strength, without undue risk to our security. 6. If this idea commends itself to the Chiefs of Staff, I suggest that the matter should be referred to the Directors of Intelligence for examination, and that the Government Hospitality Organisation should be made responsible for the administrative side of any tours which are arranged.
