ANNEX A. SUMMARY OF FACTORS TENDING TO INDICATE PROBABLE GERMAN ACTION IN THE NEAR FUTURE. NORWAY. 1. Although redistributed, ample forces for a raid or diversion remain available in Norway. Air reconnaissance reveals a recent reduction of shipping in Southern Norwegian ports, but sufficient to carry at least one division is available. German activities in Norway are also consistent with consolidation of their position in the north as well as the south. 2. Of the German fighting strength of 300 aircraft in Norway, only 50 to 60 are offensive bomber aircraft which can be used against this country.
