ANNEX 'A'. SECRECY OF PLANS FOR FUTURE OPERATIONS. Note by the Prime Minister. We shall soon be engaged in preparing plans for offensive operations next Spring, the success of which will depend to an exceptional degree on surprise. But surprise will be impossible of attainment if future plans are made known to a large number of officers who, in turn, pass them on and discuss them with their colleagues. In this way, what should be a closely guarded secret, becomes in a short time a matter of common knowledge and gossip throughout Whitehall and the Clubs of Pall Mall.
