4. It is therefore recommended that: (a) a representative of the Ministry of Information and of Dr. Dalton's organisation should attend the Joint Planning Committee meetings when they are considering future military policy or operations, so as to ensure that the propaganda weapon is fully taken into account. (b) a representative of the Ministry of Information and of Dr. Dalton's organisation should attend the Joint Intelligence Committee meetings when they deal with questions which can be affected by propaganda.
